The Colombo Plan – Ministry of Foreign Affairs, Singapore Postgraduate Scholarships 2011/2012

In December 1977 the Colombo Plan for Cooperative Economic Development in South and Southeast Asia was changed to The Colombo Plan for Co-operative Economic and Social Development in Asia and the Pacific, to reflect the expanded geographical composition of its enhanced membership and the scope of its activities. The primary focus of all Colombo Plan activities is human resources development in the Asia-Pacific region. Over the years, the programme content of the Colombo Plan has been adjusted to respond to the needs of member countries in a fast changing economic environment. In the early years, the training programmes were more of a long-term nature whilst the current programmes are established to provide advance skills and experience sharing, aimed at arriving at the best practices in different fields of economic and social activities for effective policy making and governance.

Language
The postgraduate programmes are taught in English.
Duration :The scholarship will be awarded for full-time study over duration of one year

Singapore Postgraduate Areas of Study Except in Medicine and Dentistry, candidates may pursue their Master Degree studies in areas of interest offered by the National University of Singapore (NUS), and the Singapore Management University.

NRF Grant for 2011-2012: Support for Black Rated Researchers, Africa

in October 2010, the Minister of Science and Technology provided additional once off funding in support of Research Capacity Development through Human Capital Development and Research Infrastructure expansion. The investment is channelled through eight programmes, managed by the National Research Foundation.

A budget allocation of R25 million is earmarked for dedicated support for women and young researchers to improve the race and gender equity profile of the research and academic workforce. Black National Research Foundation Y rated researchers with a valid Y rating as at January 2011 will be supported based on the following criteria:

Only researchers based at South African public funded universities and Science Councils are eligible for funding.
Black Y-rated researchers holding substantial NRF research grants, such as the South African Research Chairs Initiative are not eligible.
Black Y-rated researchers as at October 2010, excluding those with rating elapsing on 31 December 2010, are eligible.
All black female researchers that were recently awarded a NRF Y Rating in December 2010 are eligible.
All black male researchers that were recently awarded a NRF Y Rating in December 2010 are eligible but will only be considered for support in March 2011 should additional funds become available.

This once-off research grant of R300 000 (three hundred thousand rand) will be paid to the institution, in full, by March 2011. The grant must be fully expensed by December 2012 and may be used to cover the following research related costs: running expenses; travel; equipment; student support; and technical support.

Grant letters together with the Conditions of Grant will be sent to eligible black Y-rated researchers and the university Designated Authority will be copied on all correspondence.

PhD Position-Services for Information Society Research Group, University of Vigo, Spain

We seek a highly motivated candidate to work in user-oriented assistance to access services in the cloud. A pre-doctoral position (FPI Grant) funded by MICINN (Spanish Government) is available. The position is associated to the project “CLOUDIA: Social ecosystem for the ubiquitous and personalized provision of services in the cloud”, and will be based at University of Vigo (Vigo, Spain).
Environment
The Services for Information Society Research Group (SSI) at the University of Vigo is integrated in the Department of Telematics Engineering (DET). This group has proven experience in IDTV research and development (inter-operable Set-Top Boxes according to MHP, applications, etc.). During the last years, the research work of the group has been oriented to the development of transversal methodologies for personalization, recommendation and adaptation of contents, based on semantic technologies. In this field the group has taken part and directed pilot projects for the construction of personalized services on different domains of application as tourism, advertising, and audiovisual and educational contents. More recently, the interest of the group is also focused on the combination of the potential of semantic reasoning methodologies and those of social collaboration derived from Web 2.0 technologies. These research lines have been founded through contracts with companies and especially through research projects obtained in competitive tendering processes from the Xunta de Galicia, the National R&D Plan of the Ministry of Science and Innovation, programs PROFIT and AVANZA of the Ministry of Industry, Tourism and Commerce and several programs of the European Union.

Qualifications
Applicants should be university students (both Spanish and foreign, who belong to member states or not) who are in possession of a degree or fulfill all the requirements in order to access third cycle education or Official Postgraduate studies obtained after 1st January 2007. According to the research field, we are looking for University degrees in Information Technologies (Informatics, Telecommunications, Computer Science, …). Qualifications obtained in foreign Universities must be validated or officially recognized at the time of submission. A good command of English is required.
